DECISION
APPROVING VIETNAM’S CHEMICAL INDUSTRY DEVELOPMENT STRATEGY BY 2030 WITH A VISION TOWARDS 2040
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Chemicals dated November 21, 2007;
Pursuant to Vietnam’s industrial development strategy by 2025 with a vision towards 2035;
Pursuant to the Resolution No. 23-NQ/TW dated March 22, 2018 of the Poliburo introducing orientations for formulation of national industrial development policies by 2030 with a vision towards 2045;
Pursuant to the Government’s Resolution No. 124/NQ-CP dated September 03, 2020 promulgating the Government’s action program for implementation of the Resolution No. 23-NQ/TW dated March 22, 2018 of the Poliburo introducing orientations for formulation of national industrial development policies by 2030 with a vision towards 2045;

HEREBY DECIDES:
Article 1. The Vietnam’s chemical industry development strategy by 2030 with a vision towards 2040 is hereby given approval. The Strategy includes the following primary contents:
1. Viewpoints
a) Strictly follow Directives and Resolutions of Vietnamese Communist Party, socio-economic development strategies, and industrial development strategies to develop the chemical industry as one of the basic industries that make significant contribution to the national industrialization and modernization as well as the national defense and security.
b) Carry out restructuring to increase the added value of products and thus improve the productivity, quality, efficiency and competitiveness of the chemical industry; better meet domestic demand and promote export; make the best use of advantages and international opportunities, and proactively and deeply participate in Vietnam’s and global industrial production value chains.
c) Increase the full awareness of, respect and properly apply objective rules of the market economy in conformity with development conditions of Vietnam in general and of the chemical industry in particular on the basis of efficient mobilization of resources from all economic sectors; encourage the development of private economic sector in order to promote internal powers and develop self-control capability of the chemical industry; intensify international cooperation to attract foreign investments in terms of funding, technologies, managerial experience and organizational and operational models.
d) Promote harmonious combination of in-depth, in-width, rapid and sustainable development of the chemical industry by means of application of modern, eco-friendly and climate change-adaptive technologies, and efficient use of natural resources with a view to promoting green growth and circular economy; apply digital transformation and digital technologies to improvement of efficiency in business and production activities in the chemical sector.
dd) Orientations and solutions for development of the chemical industry must be implemented in a thorough and drastic manner with the participation by the entire political system, executive committees of Vietnamese Communist Party at all levels, local and central governments, And enterprises of all economic sectors, and associated with prioritized strategies, and targeted and focused events in conformity with specific conditions of each region and of each province in order to focus resources on practical and efficient implementation of such orientations and solutions while governments at all levels are burdened with the responsibility to ensure the fulfillment of tasks and objectives set forth herein.

By 2030:
- Develop the chemical industry with a fairly complete structure, including production of capital goods and consumer goods which are used in various industries; better meet domestic demand and promote export; attach special importance to development of key sub-branches of the chemical industry such as basic chemicals, petrochemistry, technical rubber, pharmaceutical chemistry, fertilizer, etc.
- Establish value chains and deeply participate in Vietnam’s and regional industrial production networks. Use resources in a reasonable and thrifty manner; apply modern technologies, digital economy and digital transformation to increase of added value, improve competitiveness of the chemical industry, and promote capital accumulation of economic groups operating in chemical sector.
- Set up a suitable industry- and territory-based arrangement of productive forces to establish and effectively develop concentrated industrial zones and clusters, and large-scale chemical production corporations.
By 2040:
Develop almost all of sub-branches of Vietnam’s chemical industry by means of application of advanced technologies to produce products which meet international standards, and can deeply participate in global value chains, economical and efficient use of energy, and fair competition in the course of international integration; develop professional and skilled labour force of good discipline and high productivity; take the initiative in research, design and manufacturing stages, as well as technologies for producing certain high-quality products; promote internal forces and make contribution to development of an independent and self-reliant economy of Vietnam.
b) Specific objectives:
- The chemical industry is expected to have an average growth rate of 10 - 11%/year and account for approximately 4 – 5% of the whole industrial production sector by 2030; it is expected to have an average growth rate of 7 – 8%/year and account for approximately 4 – 5% of the whole industrial production sector by 2040.

The average growth rate of fertilizers, plant protection chemicals, electrochemical products, detergents, industrial gases, tyres and tubes, paint and printing ink products is expected to reach 3 - 5%/year in the 2021 – 2030 period and 4 - 6%/year in the 2031 – 2040 period.
- By 2030, meet the domestic demand for urea, phosphate and NPK fertilizers, plant protection chemicals, tyres and tubes, paint and printing ink products of common tyres and develop export market for such products. Partially meet the domestic demand for ammonium sulfate fertilizer products. Improve capacity to meet up to 40%, 30%, 70%, 40%, and 75% of the domestic demand for petrochemical products, plant protection chemicals, basic chemicals, technical rubber products and rechargeable battery products respectively.
By 2040, partially meet the domestic demand for basic organic chemicals, specialist paint products and hi-tech cells and batteries. Improve capacity to meet up to 60%, 50%, 80%, 50%, and 80% of the domestic demand for petrochemical products, plant protection chemicals, basic chemicals, technical rubber products and rechargeable battery products respectively.
- Strive to achieve an average export growth rate of 9 - 11%/year in the 2021 – 2030 period and 7,5 - 9%/year in the 2030 – 2040 period.
Strive to achieve a balance of trade in the 2021 – 2030 period, and maintain a sustainable trade surplus in the 2030 – 2040 period; achieve healthy and reasonable balance of trade with partners, and thus ensure long-term sustainable growth.
3. Development orientations
a) General orientations
Develop the Vietnam’s chemical industry into a basic and modern industry with a fairly complete structure consisting of the following 10 sub-branches: fertilizer, plant protection chemicals, pharmaceutical chemistry, petrochemistry, basic chemicals (including explosive precursors and industrial explosives), rubber products, electrochemical products, detergents, paint and printing ink products, and industrial gases; Focus on strategies for development of the following key sub-branches, including: basic chemicals, petrochemistry, technical rubber, pharmaceutical chemistry and fertilizers;
Rearrange existing production establishments with a view to enhancing concentration and developing large-scale establishments; Maintain and develop production plants that apply advanced technologies; Gradually remove the existence of and minimize the establishment of new small-scale production establishments that apply obsolete technologies, use resources inefficiently and/or produce poor-quality products which cause environmental pollution, etc.

Develop the chemical industry in a concentrated manner that should be appropriate to advantages of each region/each province, and ensure the satisfaction of environmental protection, national defense and security requirements. Establish and efficiently develop concentrated industrial zones/clusters, and large-scale chemical complexes to attract investments in chemical production projects, projects on use of chemicals for manufacturing in other sectors, and chemical logistics centers in large land areas that are far away from residential areas, near deep-water ports, and convenient for transport, encourage recirculating technologies, and use of unused products and waste generated by a plant for another plant. Gradually relocate chemical production plants to industrial park/cluster for concentrated management that prevents the establishment of hazardous chemical plants that fail to meet safety distance requirements and other requirements set out in national technical regulations/standards for safety, environmental protection and fire protection in residential areas or densely populated areas.
b) Development orientations for each sub-branch
- Basic chemicals
+ By 2030:
Invest in, expand, modernize, and improve production capacity of existing establishments that produce finished soda and sulfuric acid products. Make investment in projects that produce caustic soda flakes and chlorine-based products to meet the demand for caustic soda of refinery and petrochemical projects, alumina mining and processing projects, etc.
Make investment in research on grade-II and grade-IV apatite ore-dressing technologies. Improve technologies of yellow phosphorus production establishments to increase their production capacity and ensure production safety.
Invest in thermal phosphoric acid and its derivatives, products made of phosphorus which have high economic value; invest in ammonia production to meet the demand for DAP production and other consumption demands; invest in production of nitrate salts, basic organic chemical products, solvents, etc.
Maintain the stable production of ammonium nitrate, invest in production of certain types of explosive precursors which are dual-use chemicals to meet other industrial production demands and fertilizer production demand. Do research on investment in production of explosives and blasting accessories to serve oil and gas industry. Continue promoting investment in production of bulk emulsion explosives and packaged emulsion explosives which shall completely replace TNT-containing explosives.
Develop industrial explosives with a view to increasing their destructive power, water resistance and safety while reducing dust and fumes from blasting, and developing explosive products of non-standard sizes; develop industrial blasting accessories meeting certain special requirements, including multiple differentials, tensile strength, impact strength and reliability when they are used for deep-hole and complex-terrain blasting.

Invest in projects on production of basic organic chemicals such as organic solvents, chemicals used in manufacturing of petrochemical products, and those used as fuels in other industrial production sectors, etc.
Invest in projects on production of inorganic chemicals such as sulphate salts, soda and hydrogen peroxide, etc. to serve the industrial production of washing powder, glass and paper, etc.
Develop marginal-creating emulsion explosives for use in opencast and underground mines, and underground constructions without explosive gas; bulk emulsion explosives, electric detonators, non-electric delay period detonators, high-energy fuses for use in underground mines and underground constructions without explosive gas; safety non-electric delay period detonators, etc.
- Petrochemistry
+ By 2030:
Make in-depth investment in processing of products of existing petrochemical/gasification (from natural gas) plants and complexes with the aims of increasing added value of natural resources and diversifying products and thus meeting both domestic consumption and export demands.
Invest in production of resin in primary forms, glues and synthetic rubber raw materials such as polyethylene (PE), polypropylene (PP), polyvinyl chloride (PVC), polystyrene (PS), acrylonitrile butadiene styrene (ABS), purified terephthalic acid (PTA), monoethylene glycol (MEG), urea-formaldehyde (UF), melamine formaldehyde (MF), polyamide 6, etc. and other certain chemicals, additives and semi-finished products, etc. to serve the domestic industry and high-tech industries.
Prioritize the establishment of petrochemical industrial complexes associated with domestic oil refinery plants/oil and gas processing plants.
+ By 2040:

Do research on investment in petrochemical projects that use sustainable materials such as biomass, green hydrogen and blue hydrogen, etc. as substitutes for traditional fossil fuels.
- Technical rubber
+ By 2030:
Attach special importance to development of groups of technical rubber products such as conveyor belts, driving belts, washers, felts and technical rubber accessories used in other industries. Invest in a technical rubber plant adopting the following 2 methods: build a new plant or equip an existing tyre and tube manufacturing plant with a new production line so as to take full advantage of existing equipment; main products of the plant include: washers, felts, gaskets, parts and accessories used for assembling or replacing parts of motor vehicles and motorcycles.
Encourage investment in production of materials and additives for manufacturing of rubber products such as carbon black, silicon, etc.
+ By 2040:
Do research on investment in plants that adopt advanced technologies and equipment for manufacturing special-purpose technical rubber products; manufacturing synthetic rubber.
- Pharmaceutical chemistry
+ By 2030:

Focus on investment, development and production of antibiotic products and raw materials for producing essential medicines by taking full advantage from resources such as extracts from herbal materials and semi-synthetic products made of natural compounds; invest in plants manufacturing inorganic pharmaceutical chemicals and common excipients; plants manufacturing second, third and fourth-generation cephalosporin antibiotics; plants manufacturing sorbitol used in Vitamin-C production; plants manufacturing pharmaceutical chemical materials used for manufacturing of other essential medicines (including antipyretics, analgesics, and antibacterial drugs).
Encourage all economic sectors, especially non-state production organizations, to participate in development of herbal plant cultivation and processing; attach special importance to small and medium-sized producers and processers of pharmaceutical chemical products. The State shall proactively make investment in production of chemicals and excipients that require application of high technologies, have huge demand and are essential for community health and safety such as new-generation vaccines and antibiotics; and encourage foreign investments in these important sectors. Encourage technological transfer, establishment of joint-ventures and associations between domestic and foreign investors for manufacturing of pharmaceutical chemical materials and products.
+ By 2040:
Do research on production of new products and make in-depth investment in improvement of quality of products.
- Fertilizers:
Balance the ratio of finished ammonia/urea products of urea nitrogenous fertilizer plants to meet the market demand; gradually transfer from manufacturing of single superphosphate fertilizers to manufacturing of triple superphosphate fertilizers; encourage manufacturing of compound fertilizers, rearrange existing mixed fertilizer production establishments with a view to enhancing concentration and developing large-scale establishments, maintain and develop fertilizer production establishments that apply high technologies, and gradually cease the existence of small-scale production establishments that apply obsolete technologies and produce poor-quality products, etc.
Do research on investment in plants producing ammonium sulphate, potassium fertilizer, and calcium ammonium nitrate in order to meet the demand of fertilizers of various types for agricultural production with a view to promoting export.
Do research on improvement of efficiency of existing types of fertilizers to enhance the uses and added value of straight fertilizers, compound fertilizers containing macronutrients, secondary nutrients and micronutrients, fertilizers containing plant growth substances or substances that boost the plant immunity, and those with soil amendment function which are suitable for various types of plants with high economic value and different soil properties.
- Other sub-branches

Invest in production of certain eco-friendly pesticide active ingredients such as carbamate-based active ingredients, azole ingredients and their derivatives, pyrethroid and validamycin ingredients.
Make in-depth investment in establishments that apply advanced technologies for manufacturing and processing plant protection chemicals replacing toxic chemicals and organic solvents; develop new active ingredients derived from microorganism and those extracted from plants to create easy-to-use, bidegradable and eco-friendly products; develop new processed products which should be suitable for plant, climate and soil properties in all three regions, Northern, Middle and Southern Vietnam, to reduce costs of transporting materials and finished products.
+ Paint - printing inks:
Focus investment on expansion and modernization of existing paint and printing ink production establishments that should adopt new technologies and improve quality of their products, and gradually cease the existence of production establishments that apply obsolete technologies; expand and improve capacity of plants producing materials (such as alkyd resins, acrylic resins, coloring agents, etc.) for use in the paint and printing ink industry; establish certain projects on production of materials for the paint and printing ink industry, especially resin slabs, filler powder and solvents such as acrylic, epoxy, and polyurethane, and specialized types of filler powder such as kaolin, CaCO3, SiO2, etc.
Invest in production of high-performance paints, including: UV/EB paint, nano paint, water-based paints, powder paints, high solid paints, and smart paints; produce eco-friendly printing ink types of high economic value such as water-based products which do not contain toluene or MEK or contain alcoholic as a substitute for toluene or MEK, etc.
+ Detergents:
Modernize existing technological lines to meet the domestic demand in terms of product quantity and quality and promote export. Develop new types of detergents and cosmetics using natural, eco-friendly, safe and high-economic value materials and active ingredients.
Attract investments in production of premium products that need high technology and large investment capital, including materials thereof.
Formulate policies for encouraging and supporting domestic enterprises in making investment and entering into new market with their own brands.

Apply new technologies, modern and safe equipment to processing common industrial gases to meet the domestic demand; make investment in production of high-value rare gases such as xenon (Xe), Krypton (Kr), etc., specialty gases (high purity gases, semiconductor gases, standard gases and mixed gases), and gradually reduce import rate of rare gases. Produce hydrogen from renewable energy sources.
+ Electrochemical products:
Make in-depth investment, improve quality and throughput of batteries and cells of common types.
Invest in production of certain types of high-grade specialized batteries and cells such as sealed batteries, solid fuel cells, nickel–metal hydride batteries or Li-ion batteries, new-generation batteries used in advanced electronic equipment.
4. Tasks and solutions
a) Breakthrough solutions
- Establish concentrated chemical industrial parks and logistics centers:
+ Do research and encourage investment in establishment of concentrated chemical industrial parks/complexes and logistics centers to attract investments in chemical production projects, projects on use of chemicals for manufacturing in other sectors in large land areas that are far away from residential areas, near deep-water ports, and convenient for transport; they should be equipped with full infrastructure facilities to serve production and service provision, which must meet safety, environmental protection and sustainable development requirements.
+ Do research and propose addition of investment projects on infrastructure facilities of concentrated chemical industrial parks and investment projects located in such concentrated chemical industrial parks to the list of business lines given investment incentives, and formulate specific mechanisms for these projects.

- Innovate mechanisms for management of investments in the chemical industry
+ Ensure investment incentive mechanisms for petrochemistry, pharmaceutical chemistry, basic chemicals, and rubber projects in accordance with regulations of law; facilitate these projects’ access to incentive policies on taxation, land and labour, etc.
+ Amend regulations on chemical projects which should be conformable with the chemical industry development strategy, regional and local development strategies/plans; chemical safety and environmental protection requirements; requirements regarding application of advanced technologies; reasonable use of resources, natural resources, thrifty and efficient use of energy; application of green chemical criteria.
+ Intensify mechanisms for cooperation in management of investments in the chemical sector. Provincial authorities that give approval for investment guidelines are required to take opinions from the Ministry of Industry and Trade about the conformity of investment projects in the chemical sector with the chemical industry development strategy.
+ Ensure fairness between economic sectors; enhance the role of private economic sector through effective enforcement of ownership protection and fairness in accessing resources.
+ Build database on investment projects in the chemical sector, apply digital technology to improvement of operational results, creation of competitive advantages and sustainability of chemical industry activities.
b) General solutions
- Innovate mechanisms/policies and speed up reform of administrative procedures to meet development demand
+ Review, amend and revise legislative documents, support mechanisms and policies to create favorable conditions and motivation for the development of the chemical industry in conformity with international integration commitments and orientations of the socialist market economy.

+ Propose appropriate mechanisms and policies for attracting investments in high-tech projects and technological transfer projects, as well as policies and roadmap for gradually getting rid of obsolete technologies; propose incentive policies and mechanisms for specialized industrial parks and clusters; investment incentive policies for construction of concentrated chemical industrial parks/clusters; incentive policies for research and development activities in the chemical industry; support policies for relocation of chemical plants from residential areas to industrial parks/clusters.
+ Formulate and revise national technical regulations in the chemical sector.
- Improve investment, production and business efficiency of enterprises
+ Implement targeted and focused investment policies; only execute constructions works or projects that have satisfied construction site, investment capital and human resource requirements; mobilize large-scale and multinational economic corporations to make investments in important projects; intensify international cooperation in the development of the chemical industry, especially sub-branches applying high technologies.
+ Consolidate and emphasize the role of trade associations, governmental and non-governmental organizations; promote cooperation between domestic enterprises and foreign enterprises in participating in global value chains.
+ Speed up the equitization and restructuring of state-owned enterprises, corporations and groups; effectively implement approved schemes for restructuring of state-owned corporations and groups to improve their operational efficiency and competitiveness in regional and international markets. Give assistance to enterprises during their equitization and restructuring, and do research to find out suitable organizational models for enterprises. Diversify investment capital sources; balance and allocate investment capital.
+ Effectively implement the Law on provision of assistance for small and medium-sized enterprises to improve production and business efficiency of chemical enterprises.
- Cooperation and association solutions
+ Strengthen and diversify production linkages; invest in upgrading of infrastructure facilities; attach special importance to human resource training and improvement of qualifications of managerial staff.

+ Formulate and execute large-scale and inter-regional chemical industry development projects that shall play the leading role in promoting development of other regions.
- Trade and market development policies
+ Diversify methods and forms of domestic business organization; effectively organize and operate the system for supply and distribution of products on the market.
+ Adopt policies for connecting other production industries with the chemical industry by means of promoting economic efficiency and reducing costs.
+ Expand market research and trade promotion; promote the exploitation of large, potential and emerging markets in addition to traditional export markets.
+ Manufacture products of the chemical industry that meet technical standards and international market standards; do research on models which should follow international trends and facilitate international trade.
+ Apply achievements of the fourth industrial revolution, e-commerce and digital economy to development of products, production and marketing, etc.
+ Intensify management of trading and distribution of products so as to prevent counterfeits and commercial frauds.
- Human resource development

+ Take full advantage of existing human resources with a view to rearranging human resources in the most effective manner. Formulate in-depth human resource planning that inherits and promotes the creativity in the new business environment.
+ Review and arrange public service providers in the network of human resource training institutions in the chemical sector (universities, vocational training colleges, secondary schools and other training institutions), and promote private sector involvement in training human resources for the chemical industry. Expand labour cooperation with foreign countries and develop training and education institutions to meet labour requirements, especially cooperation with domestic and foreign reputable training institutions to establish training institutions of international-standard quality in Vietnam to provide training courses serving the development of knowledge economy, especially science, technology and service provision.
- Scientific and technological development
+ Continue developing organizational models of science and technology research institutions and service providers with a view to promoting their autonomy and association with enterprises. Promote applied research and training activities of chemical research institutions to create quality products, and apply science and technology to exploitation and production to improve quality of products. Improve capacity of consulting and design entities specializing in chemical sector.
+ Upgrade and prevent degradation of specialized chemical laboratories with modern facilities and equipment to meet research requirements, especially in the fields of design and manufacturing of new products, analysis, inspection and conformity certification.
+ Speed up the application of new and modern technologies with the aims of creating technologies breakthroughs in production in respect of key, leading and priority technologies. Intensify investment and balance between fundamental research and research and development (R&D), and gradually take initiative in research on technologies and technological transfer.
+ Intensify and promote intellectual property protection in respect of research findings; search, receive and take initiative in adopting new technologies transferred from foreign countries to Vietnam in the chemical sector.
- Focus investment in technical infrastructure facilities
+ Improve infrastructure facilities serving the chemical industry development in line with Vietnam's general infrastructure system, especially logistics systems and chemical storage facilities.

- Financial solutions and policies
+ Make timely and reasonable amendments to tax policies in each context.
+ Encourage and facilitate investments by all economic sectors in the chemical industry development. State funding used for supporting investment include: funding derived from state budget, borrowed funds from state investment and development credit program, investment capital of state-owned enterprises, ODA loans, domestic and foreign commercial loans, FDI funding, funding mobilized through issuance of corporate bonds, etc.
+ Focus and accumulate financial resources for key projects. Give support for capital and financial management issues to ensure post-investment efficiency, depreciation and timely payment of debts of these projects upon completion of investment.
- Environmental solutions
+ Strictly implement regulations of law on environmental protection; formulate and promulgate technical regulations on environment in the field of chemical industry so as to ensure sustainable development and environmental protection. Refuse applications for investment licenses for chemical projects that apply obsolete technologies and have high level of resource consumption.
+ Encourage and adopt incentive and support mechanisms/policies for chemical projects that apply advanced, modern and eco-friendly technologies.
+ Disseminate information, educate and increase awareness of environmental protection, and promote private sector involvement in environmental protection.
c) Specific solutions for each sub-branch

+ Mobilize capital from joint ventures, associations and foreign investments for large-scale projects that apply high technologies and engage in deep processing of materials for production. Prioritize provision of loans to enterprises that have effective business plans for adopting new technologies as well as applying science and technology to their production operations.
+ Apply preferential import duty rates to materials which are not yet produced domestically or for which the demand cannot be met by the domestic production; increase the import duties, within the permissible limits, on finished products and products which can be manufactured domestically.
+ Do research on use of rare-earth materials for production of basic chemicals. Speed up the execution of domestic industrial salt production projects; invest in equipment and technology for producing qualified industrial salts used in production of chemicals such as sodium hydroxide, sodium carbonate, etc.;
+ Invest in mobile production and explosive charging vehicles so as to improve mechanization and synchronization in mining; prioritize the use and production of electronic detonators in Vietnam so as to meet strict requirements regarding environmental protection, climate, geology and digitalization in mining; meet state management requirements regarding security, safety and social order on the basis of control of blasting media by specific ID codes and management by QR code.
- Petrochemistry
+ Appropriately use natural gases and associated gases for developing the petrochemistry sector and speeding up production of basic organic chemicals through petrochemical projects;
+ Formulate and implement mechanisms for encouraging the use of sources of gas for petrochemical projects for increasing added value of these sources of materials and adopt incentive policies for encouraging the execution of petrochemical projects using sustainable materials such as biomass, green hydrogen and blue hydrogen, etc. as substitutes for traditional fossil fuels.
- Rubber products
+ Encourage all economic sectors to engage in development of rubber products. Especially, encourage foreign investors that have capital and technological advantages to engage in production of products that require high technologies such as automobile tubes and motorbike tubes made of synthetic resin (butyl rubber), natural rubber and other technical rubber products; increase the content of natural rubber in rubber products;

+ Adopt measures for strictly controlling the import of tyres and tubes via non-quota import, the declaration of import prices, and preventing the import of counterfeits and poor-quality products into Vietnam market.
- Pharmaceutical chemistry
+ Formulate mechanisms and policies for supporting the investment in production of antibiotic and pharmaceutical chemical materials or use in production of certain types of essential medicines, and projects for production of pharmaceutical chemical products made of domestic rare natural resources; propose more flexible policies on use of pharmaceutical chemical products as materials for making up certain medicines;
+ Encourage technological transfer and establishment of joint ventures and associations between domestic and foreign investors to manufacture pharmaceutical chemical materials and products.
- Fertilizers
+ Formulate and revise national technical regulations on inorganic fertilizers, and classification of superphosphate fertilizers and NPK fertilizers.
+ Do research and propose incentive mechanisms for projects on conversion from single superphosphate fertilizers to triple superphosphate fertilizers; projects on production of potassium fertilizers, SA fertilizers, and projects on replacement of materials for production of nitrogenous fertilizers from natural gases.
+ Do research and test technologies and procedures for treatment of waste gypsum generated by DAP production plants for use as materials for production of building and leveling materials.
- Plant protection chemicals

+ Prioritize the execution of chemical projects that apply new technologies, generate less wastes and produce eco-friendly products such as new active ingredients derived from microorganisms and those extracted from plants;
+ Encourage investment in production of raw materials for use in production of plant protection chemicals such as active ingredients, solvents, surfactants (emulsifiers, dispersants, absorbents and foaming agents, etc.).
- Paint - printing ink products
+ Prioritize and encourage the investment by non-state economic sectors in development of paint - printing ink products such as special-purpose, high-added value, high-tech and eco-friendly paints; apply incentive policies for development of electrostatic powder paints, water-based wood paints or wood paints whose content of volatile organic compounds (VOC) is lower than 50%;
+ Encourage enterprises to formulate plans and strategies on development of trademarks and product consumption system;
+ Prioritize the execution of projects applying new technologies and energy saving solutions, producing eco-friendly products, increasing the efficiency of materials and reusing all types of waste generated during the production process.
- Detergents
+ Establish and execute research works on development of new types of detergents, especially the eco-friendly ones.
+ Do research and propose policies for supporting domestic enterprises to invest in production of detergent products and certain materials.

+ Prioritize the development of projects applying new technologies, generating less waste, producing eco-friendly products, applying energy saving solutions, and increasing the efficiency of materials.
+ Prioritize the production of rare gases such as Xe, Kr, etc., specialty gases, standard gases to serve high-tech industries; production of hydrogen from renewable energy.
- Electrochemical products
+ Attract foreign investment in production of high-tech products, especially batteries used in automobile and motorbike import substitution programs, and those used in telecommunications base stations and special-purpose vehicles;
+ Maintain and develop existing trademarks, expand and look for new domestic and overseas consumption markets;
+ Propose promulgation of special incentive policies for projects for production of high-tech and eco-friendly cell and battery products.
Article 2. Implementation organization
1. The Ministry of Industry and Trade of Vietnam shall:
- Play the leading role and cooperate with relevant ministries, regulatory authorities, provincial People’s Committees, and relevant agencies in organizing the implementation of this Strategy; inspecting and assessing the implementation of this Strategy, and submitting periodical reports on such implementation to the Prime Minister.

- Play the leading role and cooperate with relevant ministries and regulatory authorities in reviewing, amending, formulating and promulgating or requesting competent authorities to promulgate appropriate policies for promoting the development of the chemical industry.
- Build the database on investment projects in the chemical sector.
- Play the leading role and cooperate with relevant ministries and regulatory authorities in reviewing and formulating national standards and national technical regulations on chemicals.
2. Responsiblities of relevant ministries and regulatory authorities:
- The Ministry of Planning and Investment of Vietnam shall: Play the leading role and cooperate with the Ministry of Industry and Trade and Ministry of Finance in formulating policies for promoting attraction of investment in the chemical industry development; balance short-term and long-term investments in the chemical industry development. Do research and propose amendments to regulations on investment with a view to adding priority chemical sub-branches to the projects eligible for investment incentives; formulate incentive policies for in-depth development of industrial parks.
- The Ministry of Finance of Vietnam shall: Play the leading role and cooperate with relevant ministries and regulatory authorities in doing research and proposing amendments to financial policies in order to encourage development of priority sub-branches of the chemical industry in conformity with the international integration progress.
- The Ministry of Science and Technology of Vietnam shall: Play the leading role and cooperate with the Ministry of Planning and Investment and the Ministry of Industry and Trade in implementing science and technology solutions with the aims of enhancing high-tech content of Vietnam’s chemical products; formulate policies for innovation and application of new technologies; evaluate technological level; strengthen research and development of chemical production technologies which should be conformable with Vietnam’s conditions in order to effectively use natural resources with a view to achieving green growth and circular economy goals; cooperate with the Ministry of Industry and Trade and relevant ministries and regulatory authorities in revising national standards and national technical regulations in the chemical sector.
- The Ministry of Education and Training shall: Within the ambit of its assigned functions, tasks and state management scope, play the leading role in formulating plans for training human resources for the chemical industry in each period.
- The Ministry of Labour, War Invalids and Social Affairs shall: Play the leading role and cooperate with relevant ministries, regulatory authorities and local governments in effectively implementing the vocational training development strategy and the planning for the network of vocational training institutions; prioritize the development of vocational training institutions providing training courses to meet human resource demand of Vietnam's chemical industry in each period, especially high-quality human resources.

- The Ministry of Natural Resources and Environment shall: Play the leading role and cooperate with the Ministry of Industry and Trade in inspecting and instructing the implementation of regulations on environmental protection in the field of chemical industry. Within the ambit of its assigned functions, tasks and state management scope, play the leading role and cooperate with the Ministry of Planning and Investment, the Ministry of Industry and Trade and relevant local governments in doing research on formulation of planning for establishment of economic zones in conformity with resources, potentials and orientations for the chemical industry development.
- The Ministry of Construction shall: Within the ambit of its assigned functions, tasks and state management scope, play the leading role and cooperate with the Ministry of Planning and Investment, the Ministry of Industry and Trade and relevant local governments in doing research on formulation of planning for establishment of economic zones in conformity with resources, potentials and orientations for industrial development.
- The State Bank of Vietnam shall: Flexibly and proactively manage monetary policies which should be in line with financial policies and other macroeconomic policies with the aims of maintaining stable macro-economy and controlling inflation and thus facilitating production and business activities in general and the chemical industry in particular.
- Other ministries and regulatory authorities shall, within the ambit of their assigned functions, tasks and state management scope, cooperate with the Ministry of Industry and Trade in organizing effective implementation of relevant contents of the Strategy.
3. Provincial People’s Committees shall:
- Based on development conditions, potentials and advantages of the province, organize the implementation of the Strategy, and combined implementation of contents of the Strategy with provincial master plans; proactively do research and allocate land areas to attract investments in construction of concentrated chemical industrial parks/complexes and chemical logistics centers.
- Take opinions from the Ministry of Industry and Trade about the conformity of investment projects in the chemical sector with the chemical industry development strategy when considering giving approval for investment guidelines.
4. State-owned enterprises operating in the chemical sector shall:
- Based on Vietnam’s chemical industry development strategy by 2030 with a vision towards 2040, formulate their own annual and 5-year investment development plans and business strategies/plans.

Article 3. This Decision comes into force from the date on which it is signed.
Article 4. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of Provincial People’s Committees and relevant agencies shall implement this Decision.
