DECISION

ADDING AND RENAMING COMMUNES UNDER THE PROGRAM ON SOCIO-ECONOMIC DEVELOPMENT IN SPECIAL DIFFICULTY-HIT COMMUNES, MOUNTAINOUS REGIONS INHABITED BY ETHNIC MINORITY PEOPLE, BORDER, REMOTE AND DEEP-LYING AREAS

THE PRIME MINISTER

Pursuant to the December 25, 2001 Law on Organization of the Government;
At the proposal of the Minister-Director of the Nationalities Committee,

DECIDES:

Article 1.- To add 12 communes newly established through the separation from communes under the Program on socio-economic development in special difficulty-hit communes, mountainous regions inhabited by ethnic minority people, border, remote and deep-lying areas (Program 135) into the list of program-covered communes for provision of investment support as from 2004, including:

1. Seven newly-established communes entitled to investment support from the central budget, including: Bang A Drenh commune of Krong Ana rural district and Cu Bong commune of Ea Kar rural district, Dak Lak province; Phuoc Loc commune of Da Huoai rural district and Dong Nai Thuong commune of Cat Tien rural district, Lam Dong province; Trong Hoa commune of Minh Hoa rural district and Thanh Thach commune of Tuyen Hoa rural district, Quang Binh province; and My Binh commune of Duc Hue rural district, Long An province.

2. Five newly-established communes entitled to investment support from the local budgets, including: Hoa Chanh commune of Vinh Thuan rural district, Kien Giang province; Khanh Binh Tay Bac commune of Tran Van Thoi rural district, Tan Loc Bac and Tan Loc Dong communes of Thoi Binh rural district, and Khanh Hoi commune of U Minh rural district, Ca Mau province.

The investment support levels for communes shall comply with the current regulations of Program 135. For communes provided with investment support from the central budget, the Ministry of Planning and Investment and the Ministry of Finance shall arrange funding as from the 2004 plans for provinces to organize the implementation.

Article 3.- To assign the Ministry of Planning and Investment to assume the prime responsibility and coordinate with the Ministry of Finance and the Nationalities Committee in studying and submitting to the Prime Minister for decision and approval the Program 135-covered communes entitled to the central budget investment and those entitled to local budget investment as from the 2004 plan on the basis of the capabilities of central and local budgets, suitable with the present practical situation.

Article 4.- Renaming the Program 135-covered commune of Tan Ho C of Tan Hong rural district, Dong Thap province, Tan Hong Co commune.

Article 5.- This Decision takes effect 15 days after its publication in the Official Gazette.

The Ministers of Planning and Investment; Finance; Agriculture and Rural Development; and Labor, War Invalids and Social Affairs, the Minister-Director of the Committee for Nationalities and the presidents of the People's Committees of Quang Binh, Lam Dong, Dak Lak, Long An, Kien Giang, Ca Mau and Dong Thap provinces shall have to implement this Decision.
