ON APPROVAL FOR THE PLANNING OF BUS TERMINALS, PARKING LOTS, LOGISTICS CENTERS AND REST STOPS IN HANOI CITY BY 2030, WITH A VISION TO 2050.

Pursuant to Decision No. 395/QD-UBND dated January 26, 2015 of the Hanoi City People’s Committee on approval for the task of planning bus terminals, parking lots, logistics centers and rest stops in Hanoi city until 2030, with a vision to 2050;

Pursuant to Resolution No. 15/NQ-HDND dated December 5, 2018 of the Hanoi City People's Council on approval for the Planning of bus terminals, parking lots, logistics centers and rest stops in Hanoi city until 2030, with a vision to 2050;

Pursuant to Notice No. 307-TB/BCSD dated May 21, 2021 on the conclusion of the Party Caucus Committee of the Hanoi City People’s Committee on the initiation of the planning project for bus terminals, parking lots, logistics centers and rest stops in Hanoi city until 2030, with a vision to 2050;

Pursuant to Notice No. 686-TU/TB dated March 9, 2022 on the conclusion of the Standing Committee of the City Party Committee on the policy of planning bus terminals, parking lots, logistics centers and rest stops in the Hanoi city until 2030, with a vision to 2050;

HEREBY DECIDES:

Article 1. Approval for the Planning of bus terminals, parking lots, logistics centers and rest stops in Hanoi City until 2030, with a vision to 2050, with the following main contents:

1. Scope, scale, and planning subjects:

a) Planning scope: The entire administrative boundary of Hanoi City, taking into consideration the impact and influence (flows, routes) from related neighboring areas in the Capital region. The main study area is the central urban area (from Ring Road 4 inwards).

b) Planning scale:

- Planning area: Approximately 3,344.6 km2.

- Population size: Projected total population by 2030: 9.1 - 9.3 million people, projected total population by 2050: 10.5 - 10.7 million people.

c) Planning subjects: The system of bus terminals, parking lots, logistics centers, and rest stops in Hanoi City.

- Develop a synchronous, sustainable, modern, accessible, convenient, and environmentally friendly network of bus terminals, parking lots, logistics centers, and rest stops to meet the travel needs of residents.

- Ensure a scientific, rational, and feasible approach that meets current and long-term requirements.  Minimize the impact on urban areas, the old quarter, residential areas, and historical sites.

- Develop towards an intelligent transportation system; in accordance with planning, and ensure close connectivity and consistency with the Capital Region's transportation system. Utilize the results of surveys, investigations, and data collection from approved planning projects.

3. Planning objectives:

a) General objectives:

- Elaborate the planning directions for the system of bus terminals, parking lots, logistics centers, and rest stops within the framework of existing plannings: General planning for construction of Hanoi Capital; Hanoi capital transportation planning to 2030 and vision to 2050; urban zoning plans of Hanoi City, general planning of districts, towns within Hanoi City approved by the competent authorities. Clearly define the scale, location, nature, and construction form of each planned subject.

- Plan the system of bus terminals, parking lots, logistics centers, and rest stops to meet the following criteria:  Sustainability, Integration, and Modernity.

- Establish an investment plan or roadmap for developing a network of bus terminals, parking lots, logistics centers, and rest stops within the Hanoi city by stages in line with the Hanoi city's socioeconomic development strategy, cater to the growing demand for transportation, stopping and parking, alleviate traffic congestion, enhance road safety, and promote sustainable and synchronized urban development with transportation infrastructure.

b) Specific objectives:

- Parking lots: Identify specific areas and establish guidelines and principles for each area to serve as a basis for determining the specific location, scale, nature, and form of each parking lot according to the specific characteristics of each area. Determine the demand and principles for the arrangement of bus and truck parking lots based on the classification of transportation modes. Define the location, scale, and form of park and ride (P&R) to reduce the number of vehicles entering the inner city, avoid traffic congestion, and determine parking standards for each type of investment construction project in the Hanoi city.

- The approved planning results will serve as the basis for the implementation of investment projects for the construction and development of bus terminals, parking lots, rest stops, and logistics centers in the Hanoi city; encourage private sector involvement in this field in the coming period; provide the basis for the execution of high-tech terminals and parking lot projects (integrated with smart transportation).

4. Planning content:

a) General principles:

- Adhere to and elaborate the directions of the General planning for construction of Hanoi Capital, Hanoi capital transportation planning approved by the Prime Minister, general planning projects for satellite districts, towns, urban zoning plans approved by the People’s Committee of Hanoi City in terms of location and scale.

- Interprovincial bus terminals and truck terminals should be located on radial routes at the intersections with Ring Road 4, from the East, West, South, and North.  Newly constructed interprovincial bus terminals should be combined with the termini of the public bus system and close to the stations of urban railway lines to connect and transport passengers to and from the inner city.  Gradually replace existing interprovincial bus terminals located deep within the inner city.

- Logistics centers should be located near large-scale trading and exchange centers, close to transportation hubs, and facilitate transportation connections and transit between road, rail, waterway and air freight transport modes.

- Public parking lots should be concentrated in residential areas and concentrated functional areas with high density, ensuring a reasonable walking distance of 300m to 600m and convenient transportation connections.

- For bus terminals and parking lots with approved detailed plans, site plans, or investment projects, construction thereof should proceed in accordance with the aforementioned plans or projects. The location, scale, land area, and capacity of new bus terminals, parking lots (centralized public and located within buildings), and logistics centers will be officially determined during the process of preparing detailed plans at a scale of 1/500 and investment construction projects for submission to the competent authority for approval.

b) In the central urban area:

* Interprovincial bus terminals:

- Existing bus terminals (within Ring Road 3) including Gia Lam, My Dinh, Gia Bat, and Nuoc Ngam will be temporarily retained for continued operation during the transition period and will only be upgraded and renovated on the basis of the existing scale of the terminals. In the long term, they will be replaced by bus terminals according to the plan in the vicinity of Ring Road 3 (Dong Anh terminal, Co Bi terminal) and Ring Road 4 (Noi Bai terminal, Phung terminal, South terminal...). The land area of these existing bus terminals will be converted to prioritize the needs of public transportation and urban transportation (public parking lots, bus transit points, inspection stations for road motor vehicles...).  This will be implemented in accordance with separate projects approved by the competent authority.

- Medium-term bus terminals: Construct the Yen So Terminal (with an area of approximately 3.2 hectares) in accordance with the approved investment project.  Do not locate the Xuan Phuong and Kim Chung terminals (due to the expiration of the execution period). The location and scale of the planned medium-term bus terminals will be further reviewed and considered specifically during the process of preparing the Adjustment of the General planning for construction of the Capital, the Capital planning for the period 2021-2030, with a vision to 2050 and related transportation planning.

- The long-term planning includes 07 terminals:

+ North terminal: Located at the intersection of Hanoi - Lao Cai Road, Hanoi - Ha Long Road with Vo Van Kiet Road, Soc Son District, with an area of about 5 - 7 hectares.

+ Dong Anh terminal: Located at the intersection of National Highway 3 with Ring Road 3 Bac Song Hong, Dong Anh District, with an area of 5.3 hectares, in accordance with the Detailed planning for Dong Anh passenger terminal, scale 1/500, which has been approved by the Hanoi City People’s Committee in Decision No. 1764/QD-UBND dated April 29, 2020.

+ East North terminal (Co Bi): Located at the intersection of National Highway 1A and National Highway 5, Gia Lam district, with an area of 10.4 hectares, in accordance with the Detailed planning for interprovincial passenger terminal in combination with the Eastern bus terminus, scale 1/500, which has been approved by the Hanoi City People’s Committee in Decision No. 2319/QD-UBND dated April 18, 2017.

+ South terminal: Located in 02 areas:  Duyen Thai area located between the old National Highway 1A and the Phap Van - Cau Gie expressway, Thuong Tin district and Ngoc Hoi area located south of the Ngoc Hoi industrial zone, Thanh Tri district, with a total area of approximately 11 hectares.

+ West terminal: Located at the intersection of Ring Road 4 and Thang Long boulevard, Hoai Duc district, with an area of approximately 5-7 hectares.

+ Phung terminal: Located at the intersection of Ring Road 4 and National Highway 32, Dan Phuong district, with an area of approximately 8-10 hectares.

* Interprovincial truck terminals, including 8 terminals:

+ North terminal (Noi Bai): Located at the intersection of Hanoi - Lao Cai Road, Hanoi - Ha Long Road with Vo Van Kiet Road, Soc Son District, with an area of about 6 hectares.

+ East North terminal (Phu Lo): Located at the intersection of Noi Bai - Ha Long Expressway and old National Highway 3, Soc Son district, with an area of approximately 10 hectares.

+ Yen Vien terminal: Located at the intersection of the old National Highway 1A and the new National Highway 3, Gia Lam district, with an area of approximately 10 hectares.

+ East terminal: Located at the intersection of National Highway 1A and National Highway 5, Gia Lam district, with an area of 10 hectares.

+ Khuyen Luong terminal: Located at the intersection of Ring Road 3 and the road to Khuyen Luong Port, Hoang Mai district, with an area of approximately 3.5 hectares.

+ South terminal: Located at the intersection of Ring Road 4 and National Highway 1A, Thanh Tri district, with an area of 10 hectares.

+ Phung terminal: Located at the intersection of Tay Thang Long Road and Ring Road 4, Dan Phuong district, with an area of approximately 10 hectares.

The location and scale of interprovincial bus and truck terminals will be further reviewed and considered specifically during the process of preparing the Adjustment of the General planning for construction of the Capital, the Capital planning for the period 2021-2030, with a vision to 2050 and related transportation plannings.

* Logistics center network, including 7 centers:

- East logistics center: Located in Duong Xa, Gia Lam district, with an area of 10 hectares.

- Northeast logistics center: Located in the northeast area of Yen Vien station, Gia Lam district, with an area of 10 hectares.

- Bac Hong logistics center: Located at Bac Hong station, Dong Anh district, with an area of 10 hectares.

- Me Linh logistics center: Located adjacent to Me Linh station, Me Linh district, with an area of 10 hectares.

- South logistics center: Located in the north of the Ngoc Hoi station complex, Thanh Tri district, with an area of 10 hectares.

- West logistics center: Located adjacent to Tay Ha Noi station, the eastern ring railway line, Hoai Duc district, with an area of 10 hectares.

The location and scale of the logistics centers will continue to be elaborated and amended in accordance with the location of the national railway stations according to the Planning of railway lines and stations in the Hanoi City hub (prepared by the Ministry of Transport to specify the Railway network planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister), ensuring connection with the main railway station areas, meeting the needs of logistics and transportation services.

* Parking lot network:

- Centralized public parking lots:

+ Plan centralized public parking lots with a total area of 1805.7 hectares within the central urban area, including: centralized public parking lots: 1197.8 hectares; park and rides: 17.7 hectares; bus and truck parking lots: 590.2 hectares.

+ The architectural planning criteria for the floors, number of basements, floor area, and parking capacity will be determined in the guiding project and will be specified in the process of preparing detailed plans at a scale of 1/500, and the overall site plan of the investment project, depending on the actual conditions of the land area boundaries and the surrounding architectural and landscape space allowing for changes in the parking layout solution (centralized or dispersed, underground or above-ground) but ensuring that the parking capacity remains unchanged for submission to the competent authority for approval.

+ For public parking lots located in areas with approved detailed plans, site plans at a scale of 1/500, or approved investment projects, the location boundaries, scale of land area, architectural planning criteria, and parking capacity shall be implemented in accordance with the approved plan or investment project.  For parking lots not yet under construction, a review and potential increase in parking capacity is encouraged, ensuring compliance with the approved parking planning guidelines.

+ Public parking lots may be allowed to accommodate urban amenities (gas stations, electric charging stations, waste collection and transfer points, inspection stations, repair, car washing, maintenance, etc.)  and combine with commercial and service activities in accordance with regulations, with a floor area not exceeding 30% of the total floor area of the construction work, but must ensure that the planned parking capacity is met and comply with current design codes and standards.

+ In addition to the planned parking lots, in the process of preparing detailed plans and site plans for functional land plots, it is allowed to continue to review and supplement the layout of public parking lots to ensure the service radius and meet the parking needs of the project.

+ Parking lots combined within public land, green spaces, parks, etc. and in functional areas (industrial zones, relic areas, research and training areas ...)  not specified in this project will be executed in accordance with the guidelines in the general planning projects, urban zoning planning, detailed planning or separate investment projects approved by the competent authority. It is encouraged to build underground and multi-story parking lots to increase parking capacity and save land.

* Criteria: Total land area for bus terminals, parking lots, and logistics centers in the central urban area: approximately 2,046 hectares, accounting for 3.17% of the total land area for urban construction.

- Interprovincial bus terminal network:

+ In the 5 satellite urban areas, there will be 11 interprovincial bus terminals with a total area of approximately 42 hectares, in specific: In Phu Xuyen urban area - 1 terminal, area of 5 hectares; Xuan Mai urban area - 2 terminals, area of 6 hectares; Hoa Lac urban area - 3 terminals, area of 15 hectares; Son Tay urban area - 3 terminals, area of 9.65 hectares; Soc Son urban area - 2 terminals, area of 7.5 hectares.

+ In other districts, towns and eco-towns, small-scale interprovincial bus terminals with an area of 1-5 hectares will be arranged according to the needs of each area and will be specified in the approved urban planning projects.

- Interprovincial truck terminal network: In the satellite urban areas, there will be interprovincial truck terminals, with a total area of approximately 38 hectares, specifically including: Phu Xuyen satellite urban area truck terminal - 15 hectares; Hoa Lac satellite urban area truck terminal - 10 hectares; Son Tay satellite urban area truck terminal - 03 hectares; Soc Son satellite urban area truck terminal - 10 hectares. In addition, in centralized industrial zones, industrial clusters, craft villages ... in the process of preparing general planning, zoning planning, detailed planning, it is allowed to supplement the arrangement of truck terminals according to the need for use for submission to the competent authority for approval.

- Logistics centers: An urban logistics center will be located in the Phu Xuyen satellite urban area, linked to the Phu Xuyen - Van Diem waterway port and the Phu Xuyen railway station to meet the needs of use.

- Parking lot network: In the satellite urban areas, public parking lots are planned with a total area of approximately 402.6 hectares.  In the districts, towns and eco-towns, public parking lots are planned with a total area of approximately 66.7 hectares.

- Rest stops: Rest stop functions will be arranged in combination with interprovincial bus terminals or according to separate investment projects for expressways.  The specific locations will be determined in the process of preparing detailed plans and investment projects for submission to the competent authority for approval.

- Up to 2025:

+ Construct 4 interprovincial bus terminals:  Co Bi terminal, Dong Anh terminal, Yen So terminal, and Son Tay 1 terminal.

+ Construct 4 interprovincial truck terminals:  Yen Vien terminal, Co Bi terminal, South terminal, and Khuyen Luong terminal.

+ Construct 3 logistics centers in the South, Northeast, and North.

+ Construct parking lots with 122 locations, with a scale of approximately 168 hectares.

+ Construct 2 park and rides at the intersection of National Highway 6 and Ring Road 4 and the intersection of National Highway 32 and Road 70.

+ Construct 4 interprovincial bus terminals:  South bus terminal, North bus terminal, West bus terminal, and Phung bus terminal.

+ Construct 4 interprovincial truck terminals:  Ha Dong terminal, North terminal, Northeast terminal, and Phung terminal.

+ Construct 4 logistics centers in the Northwest, West, Southwest, and East.

+ Construct parking lots with 115 locations, with a scale of approximately 58 hectares.

+ Construct 3 park and rides at the intersection of Ngoc Hoi Street and Ring Road 3, at the South of Ngoc Hoi Station, and in the Yen Vien Station area.

+ Construct 46 truck parking lots with a total area of approximately 182 hectares and 73 bus parking lots with a total area of approximately 97 hectares.

e) Implementation solutions and policies:

- Strengthen calling for investment, private sector involvement in the construction of a system of terminals and parking lots.

- Prioritize the investment in the construction of intelligent underground and multi-storey parking lots to make maximum use of the available land.  There should be mechanisms to encourage and preferential treatment for investors in the field of investing, building, operating parking lots according to the plan.

- Strengthen the inspection and supervision of parking lot investment in urban areas, high-rise housing projects, public works to ensure that they meet the needs of the project itself and serve part of the public needs around the project.

- Promote the investment in the construction of a public transportation system according to the plan, and have solutions to encourage people to use walking and cycling forms of transportation to support public transportation.

Article 2. Implementation

- The Department of Planning and Architecture shall: be responsible for checking and confirming the dossier of Planning of bus terminals, parking lots, logistics centers, and rest stops in Hanoi City by 2030, with a vision to 2050, in accordance with the contents of this Decision.

- The Department of Transport shall:

+ Take the lead in coordinating with the Hanoi Urban Planning Institute to publicize the content of the approved project to organizations, agencies, individuals, and the people for implementation.

+ Hand over the dossier of the approved project to the relevant local governments, agencies, and units for management and organization of the implementation of the planning.

+ Review and identify a list of priority investment projects, call for investment, propose resources for implementation, develop a detailed plan for implementing the planning, and report to the Hanoi City People’s Committee for consideration and decision.

- The People's Committees of districts, towns, and cities shall, on the basis of the approved planning, be responsible for supervising the organization and implementation of the planning contents.  Update the planning contents in the process of preparing, appraising and approving related planning projects and investment projects in the area.

The Chief of Office of the Hanoi City People’s Committee, the Directors of the Departments:  Planning and Architecture, Planning and Investment, Construction, Finance, Natural Resources and Environment, Industry and Trade, Transport; Hanoi City Public Security; Director of Hanoi Urban Planning Institute; Chairmen of People's Committees of districts, towns, and cities in the Hanoi city; Heads of departments, agencies, branches, related organizations and individuals shall be responsible for implementing this Decision./.
